Why can't people receive the miraculous from God?
 Jesus said it was because of their unbelief. He talked in Luke 4:18
about Elisha being able to heal lepers but only one leper from Syria was
healed. Yet Israel had a healing covenant with their God.

Psalm 107:19,20 says that He sent His word and healed them.
He healed their insides so that Psalm 103:1-5 could be effected in them.
"Who heals ALL your sickness and heals ALL your diseases". Deliverance
and healing cannot be effected unless the inside of a person approaches
God properly.

Now their are "gifts of hralings" that the Lord Jesus used from time to
time. He healed the one at the five porches  full of sick people at the
Bethesda pool. But His intention was for all to be healed. This was the
operation of the gifts of healings. It comes occassionally and is meant
to start people seeking God. 

But no one who evevr called on Jesus was refused healing. But He
attributed it to their faith, of inner man being able to receive. 13 out
of the 19 healings described in any kind of detail in the New\Testament
Jesus alluded to the individuals faith being the cause of their healing.
